San Mateo County has two variables that set it apart from inland Bay Area markets: hillside topography and expansive clay soils. Both affect how a deck has to be built.

The hillside factor means grade changes are common. A deck that looks like a ground-level structure from one side is often a mid-air platform on the other. We build decks throughout Redwood City — including hillside neighborhoods where grade changes are significant enough that engineered footing requirements apply even on a modest-sized deck.

The clay soil factor is structural. San Mateo County's expansive clay soils shift with moisture — swelling during wet winters and contracting in dry summers. A homeowner in San Carlos had a deck that had been on the house for about eight years. It looked solid — no visible rot, no wobble in the railing, no obvious issues. When they listed the home, the buyer's inspector flagged it immediately: no permit had ever been pulled.

Permitted Construction Sequence

Permit submitted first; construction begins after issuance and the footing inspection is scheduled. Post holes are excavated to the engineered depth, concrete poured and cured before posts are set, then beam and joist framing sized to the approved spans. Ledger attachment with the flashing system is completed before any decking goes down, and decking follows the framing inspection.

Final Inspection & Close-Out

Railing installation triggers the final inspection. Guardrail compliance — height, baluster spacing, and lateral-load capacity — is confirmed against an internal check before we request it. We don't call for the final until the railing passes our own review, and the deck isn't used until sign-off is issued and the permit closed.
